The problem is widespread, especially among consumers who are 65 and over.

“This is something that the FDA is having trouble addressing,” said Janet Woodcock, a health care security specialist who was not authorized to speak to the press.

Her concerns were echoed by a committee of regulators convened by the FDA last year.

The committee, which voted unanimously in November, is expected to be convened next week.
